To switch on Developer options for the Galaxy S4 do the following.Go to Settings, Hit the More tab, Select About device.
Once in there Double Tap Build Number, it will then give you a count down every time you Double tap it until it finally says "No Need, you are already a developer" and your done.
Drop back in to the More tab in settings and you will now see Developer Options.
